A few of questions about the "ADALARCUL" code: what is this, where should I enter it and what does it do?

It does exactly what the rest of the codes do (killer codes, cheats and secrets). You must enter it at the "Start/Options" screen. It is just a new combination, found in the cartridge rom using hex editor by the russians few years ago ;]

I tried to activate it, but it doesn't work (or I'm just not fast enough)

It does work, dont do it too fast, it wont work. "A" and "C" are the buttons, rest of it are directions i.e. Left, Up, Down, Right...

I know about buttons. Well, the menu activated only after 3 times of entering combination in a row.

I thought (Cyber) Smoke was a selectable fighter in the console ports of Ultimate Mortal Kombat 3. You need to perform a code to unlock him in the SNES and Genesis versions?

he is selectable....thats why its weird/haze lol umk3 for snes is a completely new cartridge, not rom update, but for some reason the rsmoke mk3 code is still there ;]

Very odd. Perhaps they intended it as a way to access Human Smoke, but never finished setting that up. Who knows.
