It has been a long time since it has been announced that there will indeed be a new MKast. The first episode of the second MKast series has just been released and it is actually a video. There is new game footage in it so be sure to watch carefully:

This is just artwork. Scorpion is in his MK VS DCU outfit, but this doesn't mean that we will see him in it in the game.
Also Artwork for previous games have characters on them which do not appear in the game. This is not an official confirmation for Sonya. But yeah... she will most probably be in the game.
