Run-Time Error 70 in mod manager

Hi, when I try to install some mods it comes up with run-time error 70: permission denied. This applies to the Tremor DLC character and klassic skin pack by mr skull. Probably many others that I haven't tried to install too. I made sure that all folders aren't write protected/read only but they still won't work. Anybody have a solution? Thanks in advance

Did you run DLC Manager as Administrator?

the error could be because the application was not launched as an administrator or you have a pirated version and other localizations were cut out of it, because the files were cut out the application cannot find them and gives an error
