Blood color changing mod tool request

I'd like to request a mod tool that allows us to change the blood color of a character to any color (like the mod tool that was done for MK9).

If anyone can make this mod tool I'd really appreciate it. I loved giving characters bright neon blood in MK9 and I'd really like to do it in MKX too.
