Yes there is, I have every single one unlocked.

Use Notepad++ copy/paste every item name into the Goro DLC, takes a long time, took me several hours to do every item and clean it up.

Install TextFX plugin and use vertical selection - pro tips.

Everything you need is from the normal config which then needs to be put into the Goro ini.

These are all the Kombat Kards + The Kombat Modifiers. You can just copy from this ini & paste it into your Goro one.

Its Unclefestor's Online Unlocker with all the modifiers, faction kills etc and I just added all the kombat kards.

A note: I saw that some KOTH emojis are still locked, in the ini they start from number 45 to 132
and I added the remaining 44 (1-44) but I didn't see any more emojis unlocked.
If anyone can help plz let me know.

Download my OnLine Unlocker. I used Gor's ini to make it. That way you can see what I did & just apply that to the Kards. You may be able to just add the Kards to my ini {Not sure what the Line limit is now with the newest Patch}, you could replace stuff you don't want/need or just make your own going off of what I did. The method would be the same, just the unlock "codes" would be different, which is what you're getting from the KombatKards ini I posted.
