How to convert CHAR ** .XXX CHAR into CHAR **.DIFF file

I am trying to install some skin mods for MK9 and the DLC manager needs .DIFF files but the mod only comes with .XXX files is there anyway to convert between them?

use the mod manager, and make a new mod. Select the download XXX file and it will create a DIFF file from it.

I get what you are supposed to do but which exact tool do i use to convert the files?

Mods with extension .xxx work in previous versions (1.0 ~ 1.05)
To work in versions 1.06 and 1.07 (Steam) it is necessary to generate the .diff file
