AFAIK, the only way to do it is changing it inside each Char package.
There isn't a universal hack that can be turned on/off that allows 1 Button fatalities/moves.
You would have to change the button command for the character you want inside their Char.xxx package. You would need to do it for each Character. And it would be permanent. The only way to reverse it would be to re-edit the moveset again to make it normal.
All this has to be done through Hex editing. And you can't change which actual button to use (FP , BP, FK, HK}. that part is either hard coded or defined somewhere we haven't found yet.
What you can do is change the input commands required before button press. Input being away, towards, up, down, or Null. Null gives u 1 Button execute which is how you'll get 1 Button fatalities/moves.
