Xbox360 live doesn't work in my country so is there any way to get or download MK9 latest patches for xbox360 version

Yes, depending on the version of the game you have (US or EU) you can create a US or a UK XBox Live Account.

So you can access the foreign Marketplace and download the patches.

it's free region and i can't access xboxlive is this not possible to download mk9 patches. and then install in my 360

No, you can't just download the copy the patch on your XBox.

You need to connect to XBox Live and let the game patch itself. There shouldn't be a problem to connect to the UK XBox Live or to the US. The only problem might be, if your XBox is hacked.
